failed datastore expansion ...any ideas?

Hoping someone here can help/point me in the right direction.  I've done 100's of datastore expansions and first time I have come across this issue...

 

1). Expanded a 16TB volume to 18TB on the backend SAN.

2). From HTML5 Vcenter, I rescanned storage for all hosts at cluster level.

3). I went to the datastore, right clicked to increase.  Went through the wizard, saw the additional 2 TB at the end of the partition and executed.

4). Datastore increase failed with error "Cannot change the host configuration".

5). Datastore still reporting 16TB, backend device (in Vcenter) reports 18TB, if i try to increase again I see no additional space.

6). Rescanned about a dozen times from the cluster level, host by host and CLI ...still only reports the Datastore as 16TB.

 

Vcenter is 6.5 build 8307201

ESXi hosts are 6.5 build 7967591

 

Now for the CLI stuff...

Starting sector is 2048, ending sector is 38654705630  (which using an online converter from blocks to TB says its 17.9999TB ...not sure how accurate that is)

34 38654705630

Usable is right up to the end sector (18TB from above??)

Underlying device has no free space

Error: No space left on device

Fails to grow the partition because I assume it doesn’t think there is anything to expand into

Looks like 18TB to me???

 

What am I missing here?!?!   Really trying to avoid have to power the VM down, remove from inventory unmount and unmap / remount remap.  Or creating a new Datastore and migrating a 14TB VM.  Any help/ideas is MUCH appreciated!!  TIA!!
