Need to create under vsphere.local using SSH in vCSA6

Hello Friends,

I am having vCSA6.0 VC. I need to create user under vsphere.local domain. I tried 'localaccounts.user.add --username test --password' using SSH session, because creating user option is not getting in VC Client.

I am aware it can be done in webclient, But unfortunately webclient is not working. The locally created ID i need to use in Log Insight with same credential.

Please help me on this ASAP.
